Compensation
CSF provides fair, reasonable, and competitive compensation to its employees in alignment with nonprofit best practices and federal cost principles. Compensation for full-time employees includes base salary and fringe benefits such as health insurance, retirement contributions, and legally required payroll taxes. All compensation practices comply with federal, state, and local laws and regulations.
Compensation Standards
CSF establishes salary levels that are:
Reasonable for the position, based on job responsibilities, qualifications, and prevailing market rates.
Reviewed and approved by the Board of Directors to avoid conflicts of interest or self-dealing.
Compensation does not exceed what is necessary and reasonable for the services rendered.
Fringe Benefits
CSF provides fringe benefits to employees as part of total compensation, including:
Employer payroll taxes (FICA, Medicare, SUTA).
Health, dental, and vision insurance premiums.
Retirement plan contributions (e.g., 401(k), SIMPLE IRA, or other qualified plans).
Paid leave (vacation, sick, holiday).
Retirement contributions are provided under a written plan applicable to all eligible staff.
Contributions are applied consistently across funding sources and comply with IRS and state/local regulations. Below are premiums for 2025 which were are used to calculate benefit allotments.

Supported by employment agreements, payroll records, and board approvals.
Fringe benefits charged to federal awards are:
Budgeted in the approved award application.
Documented in CSF’s payroll and accounting records.
Approval and Oversight
Salaries and benefit structures are reviewed and approved by the Board of Directors at least annually.
Adjustments to retirement contributions or fringe benefits require Board approval.
Compensation decisions involving the Executive Director or other key employees exclude the individual from the approval process to prevent conflicts of interest.
