CSF will develop practical, evidence-informed toolkits to help mandated reporters participate more effectively in youth disclosures. Each toolkit will serve as a structured guide that promotes accurate understanding, reduces cognitive load during stressful situations, and strengthens decision-making. Learners can use these tools to document concerns, interpret whether a disclosure may indicate maltreatment, and organize their observations in preparation for protective reporting.

Child Safety Toolkit

CSF will produce a Child Safety Workbook that supports ongoing monitoring and pattern recognition. By documenting observations over time, professionals can identify recurring safety concerns and behavioral trends, an approach consistent with structured decision-making models used in child protection. The workbook will also include clear guidance on handling disclosures, contacting hotlines nationwide, and following trauma-informed best practices for communication and documentation.

Disclosure Toolkit

CSF will also produce a Disclosure Toolkit, a condensed, moment-of-use reference designed to assist professionals immediately after a youth makes a disclosure. This quick-access guide will help reporters process the situation, document essential details accurately, and ensure they capture all information necessary for a potential report—promoting confidence, accuracy, and timely protective action.

Access and Use

All toolkits will be available as digital downloads from CSF’s training platform. Participants can print the materials independently or send them to a local print shop for professional binding and use in field settings. This flexibility ensures every mandated reporter, regardless of resources or location, can access practical, evidence-based tools that strengthen their ability to protect children.
