Objectives
CSF will implement our strategy in three distinct phases, each building on the progress and findings of the previous stage to ensure evidence-based design, measurable implementation, and sustainable national adoption.
Phase I: Design and Development — Establish the national training framework, conduct needs analysis, and create the foundational curriculum and evaluation systems.
Phase II: Oklahoma Implementation — Deliver and evaluate the training across Oklahoma’s 142,000 mandated reporters, measuring learning outcomes and institutional adoption.
Phase III: National Expansion and Sustainability — Scale access and adoption across the nation’s 28.4 million mandated reporters and establish long-term sustainability mechanisms.
Phase I: Design and Development
Establish the national training framework and foundational infrastructure for child safety education.
Objective 1: Curriculum Framework Design
Develop a standardized, mandated-reporter training framework informed by research, practitioner input, and national best practices.
This objective also includes the design of standardized learner toolkits and workbook templates to ensure consistent delivery and accessibility of training content nationwide.
Completion of a comprehensive needs assessment report identifying gaps and opportunities in current mandated-reporter training.
Number of stakeholders and experts engaged in the design process (target: ≥10).
Finalization of curriculum and assessment tools that promote measurable learning outcomes.
Completion of an integration plan for use within higher education and workforce training settings.
Development of learner-facing toolkit and workbook templates that accompany each mandated-reporter training module.
Completion of print-ready files formatted for institutional and individual reproduction, ensuring standardized learner materials across partner sites.
Objective 2: Data and Infrastructure Development
Establish the digital and organizational systems required to support training delivery, monitoring, and evaluation.
Development of a centralized data system to collect and track training participation, outcomes, and feedback.
Completion of training and data analysis materials and digital resources ready for statewide deployment.
Establishment of a governance and reporting structure to oversee project performance and quality.
Objective 3: Implementation Readiness
Prepare for Oklahoma’s training rollout by finalizing tools, systems, and partnerships necessary for successful launch.
Completion of system testing and accessibility verification for the training environment.
Formalization of operational workflows and support processes for participants and partners.
Delivery of a readiness report summarizing progress toward statewide implementation.
Design a tour schedule for in-person introductions to the training (target: ≥30 sites).
Phase II: Oklahoma Implementation
Validate the national mandated reporter training framework in Oklahoma, assess participant outcomes, and strengthen institutional adoption.
Objective 4: Training Reach
Train at least 10% (≈14,200) of Oklahoma’s estimated 142,000 mandated reporters across education, healthcare, social services, and law enforcement sectors by the end of Year 2.

Objective 5: Knowledge Improvement
Ensure at least 80% of training participants demonstrate improved understanding of child abuse and neglect reporting by achieving a minimum post-assessment score of 80% or higher.

Objective 6: Institutional Adoption
Secure adoption of the training by at least 9 key Oklahoma institutions by the end of Year 2, including 3 major hospitals, law enforcement departments, and universities (including at least one postsecondary institution with a Child Advocacy Studies (CAST) program).

Objective 7: Sustainable Expansion
Employ an organic marketing and community engagement strategy to drive continued voluntary participation in Oklahoma beyond initial pilot institutions, maintaining quarterly growth of 10–15% in new enrollments through Year 3.

Number of new users enrolled through non-paid outreach efforts.
Retention rate of previously trained users who engage in refresher content.

Scale training access and adoption among the nation’s 28.4 million mandated reporters, disseminate findings, and establish pathways for long-term sustainability.
Objective 8: National Expansion of Training
Expand CSF’s mandated-reporter training framework to reach at least 50,000 participants nationwide by the end of Year 3.

Objective 9: National Knowledge Improvement
Ensure that at least 85% of national participants demonstrate improved understanding of reporting criteria by achieving a post-training score of ≥ 80%.

Objective 10: Institutional Integration and Partnerships

Objective 11: Dissemination and Replication of Findings
Publish and disseminate CSF’s findings from the Oklahoma pilot and national rollout through at least 3 major products (e.g., reports, briefs, webinars, conference presentations) to advance best practices nationwide.

Objective 12: National Evaluation and Sustainability
